If you are trying to install the crystal server 2013? This is only supported with Windows servers and not on Windows 8 machine..
These are the supported platform..
Server 2008 x64
Server 2008 R2 x64
Server 2012
Server 2012 R2
Please check the Page 3 of PAM document below for reference..Please note this applies to Crystal server 2013 as well even though its mainly meant for BI 4.1

Can you point us to where it says it can be installed in Windows 8 ... There is a pre installation checklist which prevents the installation in this release
