Quota base quantity depends on how you want to distribute the quantity to new vendor when you add it to already existing quota arrangement. There is no standard calculation for it. Ofcourse it is not dummy number according to quota base quantity the requirement will be distributed when new vendor gets added like i said above.
For example existing quota arrangement has two vendors for which material requirements has been assigned equally say 50%. So when new vendor gets added according to quota rating formula all the forthcoming requirements are assigned to that. To prevent that we will give quota base value.
