SAP allows to activate batch management at 3 levels: plant, material, client.
If it is activated at plant level, then it is well possible to have no batches for Material X in plant 1000 and batches in plant 2000.
And it cannot be really different, as you cannot issue without batch in case the batch management is activated at material and plant level, because in this case the plants cannot act independent. If the batch management indicator is set in material master, then it is automatically set for all plants, when the second plant extends his material master views then the BM indicator is greyed and cannot be changed.
