Theme Root - Using a custom theme created with the Theme Designer

Hi,

I hope someone might be able to shed some light on this for me. When we try to use a custom theme why do we have to specify the theme root as well as the theme name? More info here in the help:

The theme root contains the hostname and port and the client number... this information changes as we move through our system landscape (e.g. dev, to test to production)... we don't want to have to manually change these values each time we transport.

I must be missing something here, can anyone help?
