If you are checking in the BW workbench the changes are only transported automatically when the replication from BCS is active in the receiving system. This setting is in the BCS workbench Tool view > Transport > System Settings > Replication in BI System.
Also, changes to cons units are time-dependent and it is necessary to check the changes for the periods the parameter are set to when the changes are made and the periods subsequent to that.
